The best way to reduce social welfare costs to the government is to raise the minimum wage. A person working 40 hrs/wk should earn enough money so that they are sufficiently above the poverty level so that they no longer qualify nor require public assistance. Let business pay the full cost of labor, and end this government subsidy.
